A WHS incident doesn't announce itself. And when it happens, the question isn't just what went wrong — it's who is accountable, and could they have known?
Mills Oakley have brought together three of Australia's most experienced WHS practitioners to give you the tools, legal insight, and practical frameworks to answer that question with confidence — before it ever needs to be asked.
DAY 1 — GENERAL INDUSTRY | 14 JULY 2026
Harold Downes — Partner, Mills Oakley
Australia's "Lawyer of the Year for OHS" (Best Lawyers, 2025 & 2027). Harold has acted in multiple industrial manslaughter matters and lectures on WHS law at UQ and QUT. He specialises in regulatory work for companies, boards, and individuals across Australia.
Brian Simpson — WHS & Compliance Specialist, Inca Safety
30+ years across mining, construction, aviation, transport, and food processing. Brian has led investigations involving workplace fatalities, built ISO-certified management systems, and designed the Single Point of Failure (SPF) framework — a practical challenge to organisations to ask whether their systems actually prevent failure when it matters most.
DAY 2 — MINING SECTOR | 15 JULY 2026
Harold Downes — Partner, Mills Oakley
Bringing his deep expertise in WHS law and regulatory enforcement into the specific context of the resources sector.
Neville Stanton — Underground Coal Mining Specialist
Over four decades in underground coal mining across NSW and Queensland, spanning statutory, technical and senior leadership roles — including Deputy, Undermanager, Superintendent, Ventilation Officer, Technical Services Manager, Underground Mine Manager and Site Senior Executive. Neville also contributes to industry standards through the QMRS TAC Group, the Queensland Board of Examiners as a Panel Chair and Panel Member for statutory oral exams, and through his involvement in Recognised Standards.
Both days are built around real-world application — covering WHS law, officer duties, risk assessment, working with contractors, dealing with inspectors, and a mock compulsory interview. Attend the day relevant to your industry, or both.
Places are limited. This is practical training from people who have been in the room when things go wrong — and know exactly what it takes to ensure you're prepared.
